Sound follows air. A door with a one centimetre gap underneath leaks more than most people believe, and no amount of mass elsewhere compensates for it. Weatherstripping and a door sweep are the cheapest meaningful step in reducing sound transmission. Mass loaded vinyl adds real mass to a wall or floor assembly and it works, but it is construction, and it does nothing if the gaps remain.

Do the seals first, in every case. A door sweep, weatherstripping around the frame, and attention to any gap around a window, a vent or a cable pass through will reduce leakage more per dollar than anything else available. It is quick, it is reversible and it costs almost nothing. If the room still leaks after that, then the structure itself is the problem.

Use mass loaded vinyl when you are genuinely building, for instance adding a layer to a wall before new plasterboard, or laying it under a floor. It is heavy, it needs to be sealed at every seam and edge, and hanging it loosely on a wall like a curtain achieves very little. Is soundproofing possible in a rented flat?
Partial reduction is, real isolation is not. Sealing gaps, adding a heavy curtain over a door, and moving the noisiest activity away from shared walls all help. Genuine isolation requires mass, decoupling and sealing built into the structure, which means construction. Setting an honest expectation here saves a great deal of wasted money.
Does acoustic foam block sound?
No, and this is the most costly misunderstanding in home studios. Foam absorbs some sound inside a room. It has essentially no mass and stops nothing from passing through a wall. Anyone who has covered a room in foam to stop annoying a neighbour has learned this the expensive way.
What actually stops sound getting through a wall?
Mass, decoupling, absorption in the cavity and complete sealing, working together. Doubling the mass of a wall gives a modest improvement; decoupling the two sides so vibration cannot bridge them gives a much larger one. Any air path, however small, undoes a great deal of it, which is why sealing is always the first step.
Are the low frequencies the hard part?
Yes, by a wide margin. High frequencies are stopped fairly easily by mass and sealing. Low frequencies carry more energy, pass through structure as vibration, and need decoupling and depth to control. This is why a neighbour hears the bass of your recording and not the vocal, and why the bass is the part you probably cannot solve without building.
